Symptom
An Outbound Delivery is created from a Stock Transport Order (STO) for the full quantity, even though there is no available stock in the supplying plant.
Environment
SAP S/4HANA Cloud Public Edition
Reproducing the Issue
- Ensure a material has no available stock in the supplying plant.
- Create an Advanced Intercompany STO Purchase Order for that material.
- Check the PO schedule line (transaction
ME23N→ Item Details → Delivery Schedule tab): the quantity is confirmed despite there being no stock. - Create the outbound delivery → it is created successfully for the full quantity.
Cause
Outbound Delivery creation is based on the STO PO item’s confirmed schedule line.
Even with no stock, the schedule line is confirmed because of the Replenishment Lead Time (RLT) combined with the "Result After Check Horizon" setting being set to "Full Confirmation."
This setting confirms quantities beyond the check horizon regardless of actual available stock. Once a schedule line is confirmed, delivery creation is not blocked.
(For Procurement Type F, RLT = Purchasing Processing Time + Planned Delivery Time + GR Processing Time.)
Resolution
Prevent the Schedule Line from being confirmed when there is no stock:
- Open SSCUI 101099 – Configure Scope of Availability Check.
- Select the combination of the Availability Check group assigned in the material's MRP 3 view and Checking Rule A.
- Change "Result After Check Horizon" from Full Confirmation to either:
- Z – Zero Confirmation, or
- X – Ignore Check Horizon (recommended: the system checks all future periods for available stock; with no stock present, the Schedule Line is not confirmed)

Note: The Replenishment Lead Time (RLT) can push the delivery date beyond the check horizon, but Full Confirmation can also trigger independently depending on how the check horizon is configured. This resolution applies in both cases.
Result: With no available stock, no Schedule Line is confirmed, and the Outbound Delivery cannot be created.
