• Manage Control Classes app displays no control class entries and entries cannot be added.
• Manage Content from Data Provider – Control Classes shows no active entries.
• Environment noted as release 2608 with scope item 1W8 activated; app is available but empty.

1. Open the Manage Control Classes app.
2. Observe that no control class entries are displayed and entries cannot be added. 

• The numbering scheme content required for Legal Control is not available/activated in the tenant. In public cloud, this content is delivered in the development environment and must be manually transported to the test/target environment; it is not transported automatically.

1. Verify whether numbering scheme content is active for Legal Control, and review guidance in the referenced KBA's.
2. In the public cloud landscape, ensure SAP-delivered numbering scheme content exists in the development environment.
3. Manually transport the numbering scheme content from the development environment to the target environment (for this content, manual transport is required and not performed automatically).
4. After transport, open Manage Content from Data Provider – Control Classes and confirm active entries are present.
5. Recheck Manage Control Classes to confirm that control class entries are available and new entries can be added.
