3802492 - CBC IAS applications missing or CBC tenant not reachable when onboard SAP Joule for Consultants (J4C)

• When onboarding SAP Joule for Consultants (J4C), you cannot find the CBC-related applications in the IAS tenant used by the J4C subaccount while trying to grant readFeatureActivationStatus and writeFeatureActivationStatus policies to an IAS user.
• After activating the J4C package and clicking "Configure" to access the CBC tenant, the browser shows the error "This site can’t be reached".
