3802727 - Change Project Transport — Approval Flow Resolves Wrong Direct Approver in Target Tenant

After transporting an Approval flow configuration via Change Project, the Direct Approver in the target tenant resolves to a different employee than the one configured in the source tenant. The Approval flow does not behave as expected after activation in the target tenant.

After a Change Project is activated in the target tenant, the approval process is triggered for or assigned to the wrong employee, even though the configuration appears correct in the source tenant.
