3803014 - During Archiving, asset couldn't be picked in Production Mode, even it is archivable in the Test Mode

Symptom

In Test Mode of "Write" to Archiving Object AM_ASSET by T-code SARA, the asset in the log is "Asset Archivable", but in Production Mode, the asset is not picked.
