3803484 - Design and Discover Options not available in a NEO Subaccount

Symptom

After logging into the BTP Sub-account (NEO), the Design and Discover options/buttons are disabled or not visible in the SAP Cloud Integration (CPI) Web UI. The same user authorizations work correctly in other CPI/BTP Sub-accounts.
