3803703 - Error /SCWM/GM 263 during WMQF queue processing although there is enough available stock

Symptom

/SCWM/GM263 'Item 000001: Available quantity is not enough for posting change' when WMQF queue processing. The user checked available quantity and saw that there is enough stock but system is still not able to process the queue, nothing is found in /SCWM/CHM_LOG either.
