Symptom
- Agency ownership remains after the agency’s access is disabled and the ownership duration is updated
- Attempts to submit the same candidate via another agency show: "Candidate cannot be forwarded to this job requisition as the specified ownership period has not yet expired."
Environment
SAP SuccessFactors Recruiting Management
Reproducing the Issue
- Submit a candidate through an Agency
- Disable the Agency
- Observe the candidate remains owned by the original agency
- Change Candidate Ownership (example: from 365 days to 1 day)
- Observe the candidate profile still displays the original ownership expiration date
- Attempt to submit the same candidate through another active Agency
- The other agency receives the message: "Candidate cannot be forwarded to this job requisition as the specified ownership period has not yet expired."
Cause
By design, existing agency candidate ownership records (including expiration dates) are determined at the time of submission and are not retroactively updated. Disabling agency access does not remove, expire, or transfer existing ownership.
Resolution
Expected behavior:
- Disabling an agency prevents portal access and job postings but does not affect existing candidate ownership records.
- Changing the Candidate Ownership duration applies only to candidates submitted after the change and does not retroactively update the ownership expiration dates of existing candidates.
- The same principle applies when changing the ownership type from Requisitions to Duration or from Duration to Requisitions; existing candidate ownership records are not retroactively recalculated or modified based on the new settings.
- Note: Changing the agency ownership type is not recommended, as it may lead to unexpected or inconsistent agency ownership behavior.
- The same principle applies when changing the ownership type from Requisitions to Duration or from Duration to Requisitions; existing candidate ownership records are not retroactively recalculated or modified based on the new settings.
- Existing ownership must expire naturally, as there is currently no self-service option to cancel, transfer, or recalculate an existing agency ownership record.
Optional workaround: Where appropriate and compliant with your business process, the candidate may use a different email address, allowing the new agency to create a new candidate profile and submit the candidate.
