3804586 - Rough bin determination writes storage type and leaves Activity Area blank for full HU quantities in ODO

Symptom

When creating an Outbound Delivery Order (ODO), the ODO item source data shows an unexpected Storage Type and an empty Activity Area for items where the ordered quantity matches a full Handling Unit (as per the pack spec). As a result, the wave template is selected based on Storage Type instead of Activity Area, causing incorrect wave assignment.
