3804601 - Manage Public Key button disabled after production-to-lower environment restore with Go-Anywhere

• Manage Public Key button is unavailable on the FTP Server Detail page after restoring from production to a lower environment.
• When managing SFTP public keys in APM, the error is shown: "Use the Generate Key action to generate the public and private key pair and automatically upload the public key to Go-Anywhere."
• When generating a new public key, the error is shown: "Public key already exists in GoAnywhere server. Please try deleting and re-adding the key using the Manage Public Key action. If you still cannot authenticate to the GoAnywhere server, please contact Support."
