Symptom

Error "Concurrent Employment not active" occurred when executing program RPCALCQ0_CE via transaction SE38.
The error occurs regardless of payroll area or personnel number selection, and prevents the program from completing execution. This typically affects systems where the Concurrent Employment (CE) functionality has not been activated in the system configuration.
