3804988 - LastModifiedBy not populated when Candidate updates Job Application

After a candidate updates their own job application, the LastModifiedBy  remains empty.
Users expect this field to reflect the candidate's identity upon self-update, but no value is populated.

This is expected system behavior by design.
The LastModifiedBy  is only populated when someone other than the candidate modifies the application (e.g., a recruiter or hiring manager).

By default, the system treats the candidate as the owner of the application. Therefore, when the candidate updates it themselves, no value is recorded in the Last Modified By field. Only changes made by other users  are tracked there. 

Please keep in mind this behavior when building integrations that rely on the LastModifiedBy field.
