3805302 - Execution Event Reporting is not possible until Ready for Transportation Execution in Freight order

After system upgrade to 2021 and 2022 release in ASR scenario, or after system upgrade to 2023 and above releases in all scenarios:

Before Freight Order is ready for execution, when reporting an execution event (for example, Loading Begin) or changing the Handling Execution status in the known ways (FO Header, Items, Overview), error occurs, e.g. "/SCMTMS/TOR_EV_PROC 003" . (&1 is not possible until the execution status is set to "Ready for Transportation Execution" first)
