3805899 - Taking a Functional Location under governance blocks IDoc queue when FLOC already exists in target

• When a Functional Location from the target system is created on the MDG system (to bring it under governance), the IDoc sent back to the target system gets stuck.
• The IDoc has an orange/error status because the Functional Location already exists on the target and cannot be "created" again.
• The halted IDoc blocks the entire queue from processing subsequent messages.
