3806681 - ST03 dump RAISE_EXCEPTION in SWNC_TCOLL

Symptom

Opening transaction ST03 or ST03N results in an ST22 dump with the following details.  This may happen for some users but not for others.

    Short Text
        Exception condition "NO_AUTHORITY" triggered

    Error analysis
        A RAISE statement in program "SAPLSVIX" has raised exception condition
         "NO_AUTHORITY".

        "RAISE_EXCEPTION"
        "SAPLSVIX" bzw. LSVIXU16
        "VIEW_AUTHORITY_CHECK"

    Information on where terminated
        The termination occurred in ABAP program or include "SAPLSVIX", in
         "VIEW_AUTHORITY_CHECK". The
        main program was "SWNC_TCOLL".

        In the source code, the termination point is in line 198 of include "LSVIXU16".
