Symptom

When deploying using Content Agent Service the error below is raised:

HTTP 429 Too Many Requests 

or 

Transport request '<TR name>' (id: <ID>): Exception during start of deployment for deploy type 'SLP_CTS': Upload of file <file name> failed: Operation 'Upload File' to the URL '<Content Agent URL>' failed. Remote server responded with HTTP status code 429, response body: 'The allowed request limit has been reached. Please try again later.'
