3806947 - Cannot complete tax compliance forms on behalf of candidate or via Additional Data Documents – SAP SuccessFactors Onboarding

• Users completing Onboarding on behalf of a candidate cannot access or upload tax compliance forms.
• Tax-form tasks remain in incomplete status when attempted outside the compliance process.
• Request to add tax forms to Additional Data Documents so the task is considered complete.
• No specific error message is shown.

SAP SuccessFactors Onboarding

1. Start Onboarding 2.0 and use “complete on behalf” for a candidate.
2. Open the candidate in Manage Onboarding and Offboarding Tasks.
3. Attempt to upload or complete tax forms through Additional Data Documents or other non‑compliance steps.
4. Observe that tax compliance forms are not available there and the corresponding tax task remains incomplete.

By design, tax forms are compliance forms controlled by the Compliance Process in Onboarding 2.0, and they cannot be completed on behalf of the candidate or satisfied by uploading documents via Additional Data Documents.

1. Acknowledge the product limitation: Adding tax forms to Additional Data Documents will not complete the corresponding compliance task, and compliance forms cannot be completed on behalf of the candidate.
2. If only document storage is required, create a custom task with an attachment field and assign it to the appropriate user role to upload the manually completed forms.
3. Alternatively, provide proxy permissions for the Onboarding Additional Data Collection (ADC) step and include a custom object with an attachment field to capture the uploads.
4. Note that these options do not complete or close standard compliance tasks; they only store attachments. Engage an implementation partner for configuration and deployment as this is outside standard support scope.
5. For feature changes, submit an enhancement request via the Influence site.
