3806962 - Email notifications are intermittently sent to incorrect recipients when using an Onboarding recipient builder

• An email notification is configured to use an Onboarding recipient builder to determine the recipient based on onboarding new hire tasks.
• The recipient determination is inconsistent: some notifications are sent to the expected responsible user, while others are sent to the Hiring Manager.
• The behavior occurs intermittently across different candidates, even when the notification is triggered under similar conditions.

Steps to Reproduce

1. Initiate the Onboarding process for a candidate.

2. Trigger the relevant Onboarding process task and assign it to the appropriate responsible user(s).

3. Allow the associated email notification to be triggered.

4. Observe that the notification recipient may vary intermittently: in some instances, it is sent to the assigned responsible user, while in others, it is sent to Hiring Manager.

Asynchronous processing: The email notification and task assignment may be processed asynchronously. In some instances, the recipient is determined before the task responsibility is established, resulting in the system using the default which is Hiring Manager..

1. Create a Dynamic Group containing the intended notification recipients.
2. In the email template, configure the recipient builder to use DynamicGroupRecipientBuilder and select the appropriate Dynamic Group.
3. Review the business rule that triggers the email notification and ensure the notification is triggered only after the relevant task responsibility or assignment information is available.
4. Add an appropriate condition to the business rule to verify that the required responsibility configuration has been established before sending the notification.
