Symptom
- An error occurs when attempting to post a supplier down payment without a purchase order.
- The application shows the error message: "Reference to order is missing."
- The error message refers to an order reference even though a purchase order is expected to be non-mandatory in some scenarios.
Environment
SAP S/4HANA Cloud Public Edition
Reproducing the Issue
- Open the app Manage Supplier Down Payment Requests.
- Create a supplier down payment request without entering a purchase order or sales order reference.
- Attempt to post or simulate the document and observe the error "Reference to order is missing."
Cause
- In this scenario the relevant scenario requires a Purchase order because it is enabled with some withholding tax, and in other scenarios the supplier doesn't require a Purchase order because it is NOT enabled with any withholding tax.
- The Supplier is subjected to Brazil country specific withholding tax.
- In Brazil localization scenarios where withholding taxes (PIS, COFINS, CSLL) apply, legal requirements enforce that FI postings subject to these taxes must reference an originating Purchase Order or Sales Order; otherwise, error WHT_BR003 "Reference to order is missing" is raised.
Resolution
- Verify whether the supplier/document is subject to Brazilian withholding taxes (PIS, COFINS, CSLL).
- If applicable, enter a valid Purchase Order number in the Order Reference field of the down payment request before posting.
- Post the down payment request again after providing the required order reference.
