3807513 - Argentina Purchase VAT Book excludes duplicate 0% tax rate lines causing missing perceptions and payments on account — SAP S/4HANA Cloud Public Edition

Symptom

  • When generating the Purchase VAT Book, VAT perceptions, IIBB perceptions, and/or fuel tax payments on account are not correctly reported for certain accounting documents.
  • The relevant tax amounts are correctly posted and available in the accounting documents; however, they are missing or not correctly considered in the Purchase VAT Book output.

Environment

SAP S/4HANA Cloud Public Edition

Reproducing the Issue

  1. Open the Run Statutory Reports app.
  2. Execute the AR_PURCHASE_VAT_DCL report (Argentina Purchase VAT Information Regime).
  3. Identify an accounting document that contains multiple tax lines with 0% tax rate (e.g., VAT perceptions, IIBB perceptions, or fuel tax payments on account).
  4. Observe that those specific 0% tax rate entries are not reflected in the Purchase VAT Book output, even though the amounts exist in the posted accounting document.

Cause

  • This is the expected system behavior.
  • The report considers lines where the Tax Rate is not 0%, and for 0% tax rate lines only a unique 0% entry per document is considered.
  • Duplicate 0% tax rate entries within the same document are excluded from the report selection.

Resolution

  • The Purchase VAT Book considers tax rate entries according to the following selection criteria:
    • Tax rate entries with a Tax Rate different from 0% are considered.
    • When the Tax Rate is 0%, the entry is considered only if it is unique within the accounting document.
    • If multiple entries with a 0% Tax Rate exist within the same accounting document, those duplicate 0% tax rate entries are excluded from the Purchase VAT Preview.
  • Please note that this exclusion applies only to the specific tax rate entries that do not meet the above criteria. The accounting document itself is not excluded from the report.
  • The exclusion of duplicate 0% tax rate entries from the AR_PURCHASE_VAT_DCL report is the current system definition and represents the expected standard behavior in SAP S/4HANA Cloud Public Edition.
  • Therefore, payment-on-account or perception amounts represented by multiple 0% tax rate entries within the same accounting document may not be reflected in the Purchase VAT report as expected.
  • If such amounts are legally required to be included in the Purchase VAT Book even when multiple 0% tax rate entries exist within the same document, please provide the relevant legal requirement or official documentation supporting this requirement.
  • Based on the provided legal documentation, SAP can further evaluate the requirement with the Development team and assess whether an adjustment to the current standard system behavior is required.
