3807881 - Point-in-time lifecycle + relation filter loses apps in Inventory and Reports

• Applications with active lifecycle values are missing from Inventory views and Reports when the lifecycle filter is set to point in time and a relation filter is applied.
• Fact sheet count increases and previously missing applications appear when switching the lifecycle filter mode to effective within timeframe.
• No error message is displayed.
