3808951 - Mass Deletion of Account Territories via Data Import Does Not Remove Territories

Symptom

An attempt to mass delete Sales Territories from Accounts using Data Import is unsuccessful. Even when the column ToBeDelete is added to the import file and set to TRUE, the Account Territories remain assigned after the import is completed.
