3809022 - Both "Trigger Patch Upgrade" and "Restart SAP HANA Cloud" buttons are disabled in Datasphere

Symptom

In the About menu, the buttons "Trigger Patch Upgrade" and "Restart SAP HANA Cloud" are greyed out.

Reproducing the Issue

Sign in to the affected SAP Datasphere tenant.
Open the About menu
Observe that both "Trigger Patch Upgrade" and "Restart SAP HANA Cloud" are disabled (greyed out).

Cause

An error occurred while saving the tenant configuration which blocks some features including HANA patch upgrade and restart.

Go to System > Configuration > Tenant Configuration.
Error message shown on Tenant Configuration: "An error has occurred while saving the tenant configuration. Please try again later, or contact a system administrator."

Resolution

Open System > Configuration > Tenant Configuration
check for an error state "An error has occurred while saving the tenant configuration. Please try again later, or contact a system administrator." with a Retry option.
Select Retry to reapply the pending tenant configuration, as described in 3686621- Error when saving the tenant configuration in SAP Datasphere.
If the tenant configuration completes successfully, open the About menu and verify that “Trigger Patch Upgrade” and “Restart SAP HANA Cloud” are enabled.
If Tenant Configuration still cannot be completed after a second retry as per 3686621 or the buttons remain disabled, create a support case under component DS-PROV for further investigation.
