3809246 - CSV User Import Fails with "Importing users failed: status" — HTTP 400

Symptom

Importing users via CSV in SAP IAS returns HTTP 400:

Admin console popup show:

severity=WARN, location=com.sap.security.iag.idstore.api.external.scim.resource.CsvImportUsers
message=Importing users failed: status

On Splunk the error below is shown:

"POST /scim/import/?BasicAuthn=disabled HTTP/1.1" 400 43

"https://<tenant_id>.accounts.ondemand.com/" ... "<tenant_id>.accounts.ondemand.com"

The import may partially succeed: some users are updated while others fail within the same request;

The overall operation is reported as failed even when some rows were processed successfully;

IAS does not roll back successfully processed rows on partial failure.
