3809612 - The tax amounts are zero for VERTEX tax procedures with "Relevant to Tax" indicator set to "2".

Symptom

The tax amount fields (BSET-HWSTE AND BSET-FWSTE) are empty for tax codes with the "Relevant to tax" indicator (T007A-TXREL) set to "2" ("Is not relevant to tax; external system is not used"). The tax codes are in Vertex tax procedures.
