3809989 - New location inserted at first stage instead of last during Freight Order update via XML despite Planning Profile setting

• When a Freight Order is updated via XML (TransportationOrderGenericRequest_In), an additional location is added to the stage sequence.
• The new location is inserted at the first stage rather than as the last stop, even though the Planning Profile is configured to insert new locations at the end of the sequence.
