3810563 - PCC Start/End Payroll do not update PA03 control record; error "No authorization for Change IR/GL exists"

• In Payroll Control Center (PCC), the Start Payroll step does not update the control record status to "Released for Payroll".
• In PCC, the End Payroll step does not update the control record status to "Exit Payroll".
• PCC process logs show the error: "No authorization for Change IR/GL exists".
• PCC steps appear to run under different user IDs associated with the initiating user; failures occur when executed under a communication user account, while a dialog user account also exists.
