3810812 - Duplicate entry or MG172 error when migrating Product Tax Classifications with multiple Tax Categories per country in Migration Cockpit

Symptom

When migrating products using the Migrate Your Data – Migration Cockpit app with the Product migration object (staging tables), one or both of the following errors occur during Simulate for departure countries that require more than one tax category (for example France and Italy):

  • Duplicate error

    1. Multiple rows are maintained in the Tax Classification sheet for the same country (for example one row per tax category: 2 rows for France, 3 rows for Italy).
    2. Simulate raises a duplicate entry error for the affected countries (FR, IT, etc.).
  • MG172 error

    1. After removing the rows flagged as duplicates, only one row per country is kept with Tax Category 1 filled.
    2. Simulate fails with error MG172 – "You have not fully maintained the tax classifications"

Both errors stem from the same root cause when the Tax Classification sheet is not filled correctly. Neither the fully maintained variant (per UI requirements) nor the reduced variant (per Cockpit validation) migrates successfully.

Cause

This is expected system behavior, not a product defect. It is caused by an incorrect template filling method.

In the Tax Classification sheet, each country/region must be represented by exactly one row per product. Maintaining multiple rows for the same country triggers the duplicate entry error, as the data is stored in table MLAN with a unique key per country/product combination.

Countries and sales organizations may require more than one mandatory tax category beyond TTX1 (Output Tax) — for example France also requires LCFR, Italy also requires LCIT and MTX1. Providing only Tax Category 1 for such a country leaves the tax classification incomplete, raising MG172.

The additional tax categories must be provided within the same row using the horizontal columns Tax Category 2/3/4 and Tax Classification 2/3/4. This is also indicated in the tooltip of the Tax Category 1 field in the template itself: "If you have more than 1 tax category for one country/region, please use the fields Tax Category 2/3/4 and Tax Classification 2/3/4 and so on to provide the additional tax data."

Resolution

In the Tax Classification sheet, maintain exactly one row per country/region for each product. Do not create additional rows for the same country to represent extra tax categories.

Provide additional tax categories for the same country within the same row, using the horizontal columns (also indicated in the tooltip of the Tax Category 1 field):

ColumnTechnical field
Tax Category 1TATYP1
Tax Classification 1TAXM1
Tax Category 2TATYP2
Tax Classification 2TAXM2
Tax Category 3TATYP3
Tax Classification 3TAXM3

Populate the mandatory categories for the affected countries, for example:

CountryTax Category 1Tax Category 2Tax Category 3
FR (France)TTX1LCFR—
IT (Italy)TTX1LCITMTX1
ES (Spain)TTX1TES1—

To determine the mandatory tax categories for a specific sales organization and material type, open the Create Material app with the same configuration and review the tax data on the Sales: sales org. 1 tab.

Upload the corrected template and run Simulate again.
