3811222 - Why the Workflow based exception was not cleared when the Request was recalled?

User submitted the Request, but before it was approved by the manager, the user recalled it, made changed, but when tried to resubmit, it turned out that there is an exception that is impossible to clear. The user cannot fulfill the conditions in order to clear the exception and the system blocks the Request re-submission.

After the Request reached the Manager Approval step the exception was generated, the employee recalled the Request, but the exception was not cleared. Now the employee cannot resubmit the Request , KBA , CON-REQ-REQ , Request , Problem
