3811239 - Why does car hiding rule not apply on list of rental stations?

We have a rule in place:"Car supplier is not one of xxx and Car picked up or dropped off in country xxx- Hide Results"
When I search for a car using an off-airport location and request a list of car rental stations close to specific point (company location, landmark etc.), travel policy rules such as "Car supplier is not one of xxx and Car picked up or dropped off in country xxx- Hide Results" is not applied on the results with car stations. Why?
