3811259 - Error: The system cannot find a cost object approver that matches the record to delete

Symptom

When I run an employee import to delete our Cost Object Approvers I get the following error:

Error: The system cannot find a cost object approver that matches the record to delete: Employee ID=NNNNN ; Approval Type=EXP ; Segments: {Segment1=XXXX, Segment10=XXXX, Segment2=XXXX, Segment3=XXXX, Segment4=XXXX, Segment5=XXXX, Segment6=XXXX, Segment7=XXXX, Segment8=XXXX, Segment9=XXXX}
