3811464 - How do I set up test condition "org.unit is xxx" in finishing template?

I want to set up in finishing template a line which will be written only if test condition "org.unit is xxx" is met. For some org.units test condition works and line is written, however for some other org.units test does not work, even though user surely belongs to the correct org.unit.
I created test like this (xpath): /PNRFinishData/User/ORG_UNIT_NAME[.='org.unit_name']
Why does this happen?
