3811560 - Can I change details of Expenses from within the Available Expenses?

I would like to know whether there a setting where an Admin could make changes to an Expense User's Available Expenses.

Expense > Unspecified - Expense

Concur Expense all versions

Is it possible to change Expenses details from within the Available Expenses , KBA , CON-CA-ADM , Administration , Problem
