3811691 - How do I set up the finishing template to have more than 2 Rules?

Symptom

I have setup four Itinerary Rules per Rule Class. In setup and testing, there are only two positions to separate the exception codes into the GDS PNR. Can the number of positions be increased for File Finishing?
