3811737 - Why the copy down feature is not working from the Main Destination City field in the Request Header form to the To Location Name field in the Airfare segment form?

Symptom

I have configured the field To Location Name in the Airfare Segment form to have as a Default Value Type a copy down from the Main Destination City in the Request Header form. However, the To Location Name field is not being populated. Why is that?
