3812064 - Is there a way to stop a booking from occurring if the user does not have a PAR/Level2 STAR?

Symptom

If a user does not have a PAR/Level2 STAR in their Concur profile, I want them to get an error message that prevent's the user from submitting a booking. If the booking goes through, all of the custom field data is missing in the booking
