3812214 - Why is the Air sorting options not sorting in order when the Preference level for all the flights are set as Preferred?

Company has a Custom Sort for Air in which the primary sort is Preference and secondary sort is Fewest stops. The discount configuration is set to Preferred for all the Airlines. 
When the search results return, the primary sort is taken correctly but the secondary sort (Fewest stops) is not considered and is displaying 1-stop flights in the second level.
