3812289 - How does the rule with action "Exclude from LLF" work?

Symptom

I have configured a rule with action "exclude from LLF", for example "Layover durarion is over 60 minutes - Exclude from LLF". When I run a search Concur calculates LLF to be a flight with layover duration over 60 minutes. Why does the rule not apply?
