3812635 - Why am I seeing an error "Application Error: Unexpected System Error. Please try your action one more time." when accessing users from Zimbabwe in the User Administration?

Administrators with the User Administration permissions get "Application Error: Unexpected System Error. Please try your action one more time. If you encounter the error again, please forward all information, including the events leading to the system error, to your Expense administrator." for Zimbabwe users when opening their profiles in the User Administration. 

The users from Zimbabwe themselves may get the "You are currently not set up to use any Concur products. Contact your Concur Administrator for assistance" error after login into SAP Concur.
