3812644 - New Concur Travel - Car - Why do I see "Some car rental vendors have been excluded from the search results due to company policy." message when booking T2 Car?

Symptom

User is seeing "Some car rental vendors have been excluded from the search results due to company policy." message above search results when trying to book Car.
This is a new implementation for T2 Car and it will show as long as there is one or more car vendors selected in Travel Vendor Exclusions.
