3812746 - Why are my report history and expense settings now showing up under another user?

Symptom

I was attempting to fill out the Employee Form in User Administration to set up a new employee account. However when I finished filling everything out my account is now gone! I can't find any of my old expense reports and the new user now has all of my permissions, how did this happen? How can I get my reports back?
