3812831 - Why can't a travel delegate (arranger) book for an employee when they are added in the profile as an arranger?

I am an executive and would like to book travel for Employee A but cannot. I am able book travel for Employee B. I am added as an arranger under both profiles (Employee A and B). Also this might happen if the profile of the Travel Arranger is not updated completely- hence it has to be ensured that all the Required fields are updated successfully.
