3812873 - Why doesn't the 'View All' link show up for previous comment inputted to the 'Comment' field of an expense entry?

We have added comment to the Comment field in an expense entry line and submit the report. After that, the report was sent back to employee, employee modified the comment and resubmit the report. However, in the processor view, some times the processor can see the View All link in the entry form and able to see the previous comment by clicking it, but some times the processor cannot see the View All link even there are once different comment added to the expense entry. Could you please kindly help to advise?
