3813028 - Error: "An Unexpected Error occurred attempting to save Travel information...Authentication error: Locked for prowebservice@concur.com"

We did an employee import and  the majority the travel imports failed with the same error message:

An Unexpected Error occurred attempting to save Travel information for the employee with EmployeeId= [XXX]. The following details should be communicated to Concur Client Support. What was the reason for that?
