3813072 - Why am I not able to select certain Expense Types?

One of our user is saying that he does not have access to select certain Expense Types. However when I proxy in as him we can see it. Why?

Expense > Unspecified - Expense

Concur Expense all versions

Expense Types are missing for a user but available when proxying into that users profile , KBA , CON-CA-ADM , Administration , Problem
