Symptom

n the Run Details, I've checked the following Warning message: 
The transaction occurred prior to the effective date defined for the card account and has been withheld from the card holder CARDHOLDER_NAME with last segment XXXX. Use the Manage Transactions page in Expense Company Card Administrator to find and release the transaction to the user.
