3813154 - Why did Expense reports route to a User-Added Processor step upon approval expiration instead of the assigned action Send to Approver's Approver?

Symptom

Our workflow Approval Time Expired Action is set to 'Send to Approver's Approver' but when reports expired they were sent to a User-Added Processor step instead. Why did this happen?
