3813187 - Why duplicate Employee Type attendees can be imported when I set 'Created By (Private List)' for <Fileds for duplicate search>

For 'Employee' type attendees, when customer ONLY choose 'Created By (Private List)' for <Fileds for duplicate search>,they still can import attendees who is existing in our Concur system, even they're imported by the same user.
