3813290 - Why did the audit rule used to check if a request has attached to reports not trigger?

I created an Audit Rule that needs to be triggered when a report is not linked to a request. Below are the details for the Audit Rule:

Event: Report Save
Conditions:
Report | Has Request | Not equal | Value | Yes

There is a report that is not linked to a request. But I found that this audit rule was not triggered in this report. Why is this audit rule not triggered?
