3813368 - Why isn't the Add button available on the Delegate For tab in my Profile Settings?

Symptom

I am trying to make myself a delegate for another user by going into my Profile Settings > Expense Delegates. When I select the 'Delegate For' tab there is only a Delete button, not an Add button. How do I assign myself as a delegate for another user?
